Radiological and Nuclear Waste Transportation Policy

Colorado is a member state of the Western Governors' Association as well as the Western Interstate Energy Board.

  • The Western Governors' Association "is an instrument of the Governors for bipartisan policy development, information exchange and collective action on issues of critical importance to the Western United States."  They address important governance issues and advance the role of the western states in collaboration with the federal system.
  • The Western Interstate Energy Board's purpose "is to provide the instruments and framework for cooperative state efforts to 'enhance the economy of the West and contribute to the well-being of the region’s people'".  The Board seeks to achieve this purpose by promoting energy policy that is developed cooperatively among member states and provinces and with the federal government.

Through both organizations, western governors contribute to the federal effort to move defense-related waste and to anticipate program needs for shipments of commercial spent nuclear fuel to interim or permanent geologic storage.  On June 27, 2018, the Western Governors’ Association, in cooperation with the Western Interstate Energy Board, passed an important resolution conveying the interests and policies of the western governors.  It is titled "Policy Resolution 2018–10: Transportation, Storage and Disposal of Radioactive Waste, Radioactive Materials and Spent Nuclear Fuel".

Through the Western Governors' Association and the Western Interstate Energy Board, the Colorado WIPP Program works with other regional groups across the United States including the Council of State Governments Midwest, Council of State Governments Eastern Regional Conference, and the Southern States Energy Board.
